# Job Summary
The Minnesota Department of Corrections has an opening for an Accounting Supervisor Principal located at the Minnesota Correctional Facility-Lino Lakes (MCF-LL). This position serves as the assistant to the Regional Financial Services Manager of the MCF-Lino Lakes and MCF-St. Cloud (MCF-SCL) Financial Services region. This position is responsible for providing budget preparation and monitoring. In addition, assists in the direction of all other fiscal activities of the region and provides fiscal management services to the regional facilities in the absence of the Accounting Manager.
Travel: Travel is required 20% of the time for this position.
Responsibilities include but are not limited to:
* Conduct financial analysis, review budget status, prepare financial reports, and provide consultation to the Warden, Accounting Manager, facility department heads, Department of Corrections (DOC) Financial Services managers and others so information regarding the facility's financial condition is current and available for evaluation, planning and decision-making by management staff.
* Administer, manage and direct the fiscal operations of the MCF-LL/MCF-SCL Regional Financial Services Unit in the absence of the Accounting Manager, so budgeting, general accounting and financial reporting are provided to facilities.
* Prepare and administer the annual spending plans for MCF-LL/MCF-SCL so allotments are representative of the needs of the budget activity. Adjustments are approved and processed during the year to reflect necessary operational changes.
* Exercise supervisory responsibility so appropriate actions are taken with staff in accordance with the facilities' goals and appropriate bargaining unit contracts.
* Direct and supervise the Offender Social Welfare and Offender Payroll activities so all transactions are processed in compliance with Department of Corrections' policies and directives and facility instructions.
* Direct, authorize and supervise the employee payroll function so all employees receive the correct compensation, expenses are charged to the correct budgets and all transactions and payroll forms are processed in compliance with Minnesota Management and Budget's and Corrections' rules and regulations, federal, state and local laws.
* Direct and oversee the accounts payable functions for the Regional Financial Services Unit.
* Perform, delegate, and supervise other various accounting functions to ensure information is provided as requested.
## Minimum Qualifications:
The following qualifications are required of all applicants seeking consideration for this position:
* Minimum of four years of professional-level accounting experience including budgeting, cost projections, and financial reporting, with at least one year of this experience in a supervisory position. (PLEASE NOTE: A Bachelor's degree in Accounting, Finance or closely related field may be substituted for one year of the professional-level experience requirement.)
* Thorough knowledge of generally accepted accounting principles (GAAP), including fund accounting practices, financial internal controls, and government accounting standards (GASB) sufficient to effectively communicate established accounting procedures and ensure adherence to principles and standards in work.
* Working knowledge of the State of Minnesota's Statewide Integrated Financial Tools (SWIFT) system or Statewide Employee Management Administration (SEMA4) system or a comparable, large, complex, automated accounting/payroll system.
* Verbal, written, and interpersonal communication skills sufficient to deal diplomatically with a variety of clientele including, but not limited to, vendors, customers, DOC managers and staff.
* Advanced skills in Microsoft Excel and Crystal Reports or comparable software sufficient to develop and run reports, and skills in using other business applications, such as Microsoft Outlook and Word.
* Ability to prepare or supervise the preparation of accounting/financial reports and records and interpret and make recommendations based on the information in reports/records.
* Ability to recognize problems, relate issues to policy compliance and the overall functions of the agency, and develop and implement effective solutions.
* Ability to provide effective supervision and establish and set priorities for self and staff.
## Preferred Qualifications:
The following qualifications are strongly desired of applicants seeking consideration for this position:
* Bachelor's or advanced degree in Accounting, Finance or closely related field.
* Two or more years of supervisory accounting experience.
* Experience training staff and the development of financial training materials.
* Knowledge of Conflict Resolution Initiative (CRI) methods to effectively resolve issues among staff and/or external parties.
* Experience participating in finance workgroups and/or committees.
* Two or more years of experience either performing or supervising accounts payable work.
* Two or more years of experience either performing or supervising accounts receivable/credit and collections work.
* Two or more years of experience in budget management.
* Two or more years of experience with SEMA4 reporting and/or payroll management.
* Two or more years of experience with SWIFT.
